..Used to, people were placed on a waiting list for Housing Assistance and Section 8. Usually they receive Social Security etc:.. The facilities look at your Social Security Income and then they figure a sliding scale. These people pay a portion for the months rent and the Federal Government pays the rest, of the rent, up to the full rent per month. Sounds OK, except, Displaced People move to the top of the waiting list. People who are laid off are considered Displaced. They get moved to the top of the list. In this they make more on Unemployment than people on disability. This cost the Federal Government less in paying the difference in the rent. Then they try to force those on Disability into group homes and nursing homes. These group homes and nursing homes get $4,000 a month, per resident, and they get all of your Social Security Check. When these manipulated funds are paid back to the Federal Government they use it as they feel. It is no longer used for Social Security or its intended Justified Budget use.
..Just a thought. I am tired of manipulated "White Washed, Thefts".

..September 11th, 2009. {{UPDATE}}.
..I noticed that the interview above shuts off and the end looks as if I have a concern with the Shawnee County Sheriff or the Shawnee County Sheriffs' Office. I do not! I was giving a comparison between Shawnee County and Wyandotte County. The Law states, "To recall an elected Official in Kansas, a petition must be filed. Step 1 is 3 people file a petition to the County Clerk for the District Attorney to review. If they agree, then the 3 petition electors then must get 40% of the previous elections electoral vote signatures. Then a "Special Election" is held and people are asked, "Do you want the Elected Person Replaced by Recalling your Vote?"
..Then if the citizens say yes in the "Special Election", the party that the elected official belonged to when they ran in the election, will nominate a person to replace them. Well in Wyandotte County Kansas, they refuse to allow a party declaration to be used. So when an elected official is removed, there is not a party to recommend a nomination to the Governor for appointment. State Senator Steineger helped set this up and wants to set this into motion state wide with the 13 colonies or territories. I compared Shawnee County to Wyandotte County and the tape, do to time restraints, got cut short. I was only comparing a County that follows the Law, "Shawnee County", and a County that breaks the Law, "Wyandotte County". I hope this clears up the end of the interview. So far Marques doesn't feel the need to clarify the end of the interview. I called Under-Sheriff Holliday and explained what happened to him. He stated, "He understood what I meant and thanked me for clarifying what happened". He seems like a nice guy. The KSA for recall petitions in Kansas is, K.S.A. 25-4318. Then type in 25-4318 in the Statute Window. I hope this clears up the end of the interview that seems misleading to me. Marques White told me he doesn't feel a need to clarify anything. Paola Kansas and Miami County strike again???
..I was minding my own business and read the "Miami County Republic" newspaper last week. On Wednesday, September 2nd, 2009. What I saw was a declaration of breaking the Law as an advertisement. The Paola Chamber of Commerce decided to break the Law. How? They are doing a Casino Tournament with a "FORCED ENTRY FEE". That is Illegal in Kansas. I called the Kansas Racing and Gaming Commission in Topeka Kansas at 1-785-296-5800 and spoke with Patrick Martin. He is the Chief Legal Council for the K.R.G.C.. I explained what I read and he contacted Amy Winterscheid. She is a Lawyer in town and one of the sponsors. She is at 1-913-294-3400. Other sponsors are, Sandy Nelson, 1-913-294-2311, Matt Winterscheid, 1-913-963-8263 and Justin Fulk, 1-913-461-4373. I know that Patrick called Amy because she was upset because I called Patrick and told me so. She changed the format and stated, "She was displeased with me". She further stated, "I should call her instead of the State from now on".
..Well, today I see they changed the advertisement. All 4 names and numbers have been removed from the advertisement, as published the week before. I am concerned that people who pay he 425.00 for the meal ticket will also be able to start the tournament at 5:30pm. Anyone who refuses to by a meal ticket will have to wait to participate in the Casino Games until those gambling finish their food. If it takes 3 hours for these people to eat and start the tournament, people outside will have 1 and 1/2 hours of play time to try to earn enough points to win the cash prizes being given at the end of the night. Those that pay a fee get 4 and 1/2 hours to earn points and those who refuse, by Law get 1 and 1/2 hours to earn points fore the cash prizes. This I find unfair if it happens. The advertisement is very vague. It seems to still force payment for Casino Game Playing.
..I will plan on being outside the event and updating what I see. I am tired of 2 sets of rules and laws. Other "NOT FOR PROFITS", Candidates and Organizations would love to have Casino Nights and Gambling Tournaments etc:.. They cannot. They are Illegal! I will up date what I see happening during the event. It is Sept 12th, 2009 in Paola Kansas, from 5:30 to 10:00 pm. It is being held at the Evergreen Events Center. Meal tickets are $25.00 single in advance and $50.00 at the door. Couple meal tickets are $40.00 in advance and $50.00 at the door. These tickets include, Heavy Hors d'oeuvres and $5,000 Casino Cash Voucher. The Paola Chamber of Commerce is at 1-913-294-4335.

Elected Office Eligibility?
..Last year I ran for Sheriff in Miami County Kansas. I received mixed views on not having any Law Enforcement experience. By State Law it is not required. If a person is elected they go to the Kansas Law Enforcement Training Center and receive training. This program is paid for from percentages and fees from Traffic Tickets and Criminal Docket Fees. Currently this is $14.00. You can also transfer your Law Enforcement Credentials from another State. Where people got upset??
..1. People who want to become Cops in Kansas have to train under a Department for a year and then go to the K.L.E.T.C. for 14 weeks and 560 hours of training.
K.S.A. 74-5619, 20-362, and 20-362{e} explain this.
..2. It takes about 2 years to become a minimum qualified certified Police Officer. Anyone elected as Sheriff can go from "ZERO" experience, or training, too becoming Sheriff in 560 hours and 14 weeks. Within the Departments there is a minimum time frame that must be met to gain rank, or eligibility for different "Task Forces" in the Department.
..3. I purpose that the 2 year minimum Police Officer Employment eligibility be followed under, "Equal Opportunity Employment". Sheriffs' get paychecks. The 2 years must be as a Kansas Law Enforcement Officer.
..4. I purpose that any reciprocity of other States training must have been completed 2 years prior to be eligible to run for Sheriff in Kansas. I don't like the rushed reciprocity.
..5. County/District Attorneys' have to be Lawyers to be eligible to run for the Elected Office. County Treasurers, County Clerks and other positions of elect have minimum credential guidelines also.
..6. I also feel any and all candidates must successfully take and pass the "Civil Service Exam". I plan on doing this.
..I received 3,569 votes. Kelly received 10,773 votes for Sheriff. I received these votes based on they wanted Sheriff Kelly out and my views as a Candidate. I received all these votes without being a qualified Cop. Jim Mitzner, who also ran, received 66 votes and Joe Rogers, who also ran, received 2. They both had 10 years experience each as street Cops. These changes are important. I am "Grand Fathered" on the Governors Candidate Eligibility requirements, as a current Candidate. It will be subject to change, later also.

Things about me you will see and may or may not like.
I do lack direct skills with communicating verbally with people. I do get a little high strung. I have a lot on my mind and come across as hyper and intense. I hope people will read up on my opinions here and will look at the lies they have been told by the other Candidates and by the current politicians. Lies with a smile and a knife in your back are still lies. I am blue collar and I don't wear ties and suits. I wear sweats, tennis shoes and pull over type shirts. I am basically like 95% of you. I may be nervous, but I am not giving up. I don't need big busks to get my message across. If you want to meet with me, I might need to request a small Contribution to get me there. I am on disability and am on a fixed income. I blend in in with almost all of you. Lets fix the problems keeping us down and them, "FAT CATTING IT". I challenge everyone to buy a spiral note book or two and to start journals. Keep up with everyone, including me. Write notes, current events and concerns down. Reread this journal regularly. Look for people who change their story or who try to twist facts. Educate yourselves.
Brownback wants receipt's for Kansas????
He wants to expand Agriculture and expand the populous of Kansas all at once? How??? If the farms take over all the available land and are turned into farms, where are the new populous going to build houses and how are cities going to expand? I agree, farmers are extremely important. Brownback just cannot promise two groups of people the same promise! Farmers deserve what they have. So do city people. Brownback cannot promise more farm land to farmers and then also give it to city folks! He speaks of revenue. He helped create huge tax abatement's for companies and then punishes everyone else in Kansas to pay for his stupid votes and mistakes at the Congress Level. He promotes lies. What do I propose?
..1. A "Compact Board or Commission".
What is a "Compact Board or Commission?"
..It will be a "Board or Commission" that I as Governor will appoint people to sit on that regulates and watches City and County Compacts. Compacts are agreements between Cities and Counties. They are primarily City to County, City to City, County to County etc:.. They involve the shared expense and benefit of sharing resources for a specific goal. I feel that each County should have to pay a fee, as well as every City, that wants to enter into a Compact with another City or County. In this, the Board or Commission grants a 1 year License to review the attempts for Cities and Counties to form Compact Agreements. This also helps the State regulate what is Legal and Illegal. If a Class 1 city cannot partake in a "Compact Item" do to the City Classification, then "NO" Class 1 city in Kansas will either. I am tired of all these buddy deals and personal agenda with zero Governance or Accountability. The matter is not money directly. It is a matter of the mismanagement of the money. Wants being utilized and sacrificing needs in the process.
..It will involve "Permits". These permits will be 1 of 2 types under permissiveness. 1. Permitted, allowed. 2. Not Permitted, Not Allowed. Plain and simple. Every Compact attempt or request will go through this Board or Commission for Licensed approval. This facilitates a checks and balance. It facilitates a Democracy. The Board or Commission will also advise Cities, Counties and others attempting to form Compacts, what is required and Legal within the Compact Request as attempted by the License Holder/Holders.
..If the entity, agency is from out of State, they must pay a the fee and gain a "Compact Board or Commission State of Kansas License" to attempt to form Compacts in Kansas. The Cities and Counties will have to have a Kansas State License to attempt to Compact out of State also. Again, I am tired of the same Classification of Cities in Kansas functioning 100% different than the other Cities with same Classification.
..I am also looking at dissolving/repealing K.S.A. 12-2630. It allows the counties of Douglas, Wyandotte, Johnson, Leavenworth and Miami to combine their Municipal Insurance Bonds and transport them out of State. The problem is, is that when there is an "ILL" element. The State with the more stringent policy keeps the money or Bond. If Kansas is found to be "ILL" in the Bond, the other State keeps the money and doesn't owe Kansas. That is a stupid K.S.A. and it needs dissolved or repealed!
..Brownback and Roberts both support "Outsourcing of jobs and resources". They also support, "Insourcing" of Labor from out of State Companies which lays off local workers. We need local jobs. Local being jobs here in Kansas. Local means here in the counties and cities where we live.
..I still do not feel we "NEED" a Bio-Lab! I keep hearing that we need a Bio-Lab because of all these Ag diseases. Were do they test for these diseases now? We have 6 level 4 facilities in the United States now. I don't feel the "WANT" to spend $500 Million is necessary or an acceptable use of our resources. Kids are being "Laid Off" from School" so Brownback and his idiot followers can build a $500 Million "WANT TOY". Lynn Jenkins stated, "Kansas has a balanced budget when she ran for office". 3 months after she inaugurated, we went $250 Million in debt and was told it would reach $1 Billion within a year. She lied and still lies. These things have to stop!!!!!!
..Thornburgh is in charge of the Elections Board and the Business registry as well as the Governments Registrars Office. Please look around and see what they are doing. They are just trading jobs. They are still conspiring to steal from us.
