..**I did some more digging and I will have the "Executive Privilege" of appointing my Chief of Staff and my Chief Council. I will also have the "Executive Privilege" of appointing the Lt. Governors' "Chief of Staff and Chief Council". The kicker, I can allow the Lt. Governor to be their own "Chief of Staff and/or Chief Council" in the Lt. Governors Office. They can request that I appoint them into one or both of those positions, if they qualify. I cannot appoint them into the Governors Office, "Chief of Staff or the Governors Chief Council", that would be a conflict of interest. They would be their own boss at the Governors Office level instead of at the Lt. Governors Office level. I am reading the Appointment Schedule and the budget, still. I know when the Executive Offices, Departments, Boards and Commissions are up for appointment and by who. I also know the schedule for "Serving at the pleasure of, {Governor, Secretary of Commerce, Senate President, House Speaker, Supreme Court Rule, Executive Order etc::}.

I originally filed in Aug of 2009. This is October 2009. They have refused to stop the Gambling and have refused to investigate. They keep giving time extensions for the ILLEGAL CASINOS in Wyandotte County. This needs to stop!!!

I find it odd that the Kansas Racing and Gaming Commission and the Kansas Department of Revenue as well as the Kansas Lottery allowed WIBW13 and WIBW 580 AM radio break the law. They gave away $1,000 in a free drawing. That exceeds the $500.00 per drawing legal limit. They claim the amount came from different sources. That doesn't matter. The law states, "A single cash prize cannot exceed $500.00, period". Again, the State looks the other way. 2 sets of rules, that really sucks!!!!

Ban's???? Smoking Ban's?????
..Here is what I feel about "Ban's". Ban's seem like a cop out. They are a lazy way to fix a problem of opinion between parties. I Politics or Government,. Elected and Appointed Officials have to lease everyone and make everyone upset. On a good day they can compromise, and give to both while taking from both. What do I propose? Placards, Regulation and Civility. What are these things? Lets look at business and public places in itself. Walmart sells Beer and Cigarettes yet it doesn't allow drinking and smoking in their businesses. Liquor Stores sell Beer and Liquor, yet you cannot consume Alcohol in their Business. Bar's sell Beer and Liquor, yet you cannot take any of the Alcohol out of the Bar. It all goes by License and Permits. I propose putting a placard that is square on the outside of the entrance of all businesses. 1 placard would have an "S" in the middle of it. Another would have a "D". The "S" is for "Smoking" and the "D" is for "Drinking". Below these placards would be a number. 1 through however many it takes. Each number would define what is allowed or not allowed in the business or public building. The State Parks already have a Ledger that show, "Available or Not Available" to camping, boat ramp, fishing, skiing, overnight camping, open camp fire, etc:.. These City Placards would show people what is allowed or not allowed in reference to the placard displayed. The city would post placard number with the "S" or the "D" and the number would let people know what is "allowed or not allowed" by the placard number. A line through the "S" or "D" means, not allowed at all.

Negotiating an environment with all factors and types of people figured in is politics and should be considered. Ban's are for bullies, and lazy people. Should the citizens get a vote or have a Smoking Ban as a ballot measure? I am mixed on that. Should the City or County be able to decide to Ban Smoking? I am mixed on that. Should they consider all factors and work to set up Regulations, Ordinances and social civility, yes. Should customers and citizens have warnings about the environment they consider entering? Yes. The Chamber of Commerce, City Hall, County Commissioners, etc:.. could post these Placard Designs, and what they mean. I feel they should also use the "NUMBER" system to show how "Smoking and Drinking" is regulated in these places.
..Just a thought. Look up Prohibition on Alcohol. It did not have Regulations, and rules to control the Alcohol Manufacturing or its Consumption. Regulations were designed, and placed and then they brought Alcohol back. It wasn't the Booze. It was the lack of control or regulation. There was not any safety measures in place. Moonshine was killing people. The tax base was way off. People tax evaded and people were out of control. There was no definition of control when they started Prohibition. Prohibition and Ban's are alot alike. Prohibition was a total coverage of use, possession, manufacture, and consumption. Ban's only restrict where a person can utilize the product. An example, in some city's you can buy "Fireworks" in the city limits, but you cannot use them in the same cities limits. Heck in the State of Georgia, they have "Dry Counties" that you cannot even drive through with "New, Sealed unopened Beer". It is a Felony. In Kansas, it is an "Open Holster State for Hand Guns, yet each city regulated if they allow or disallow the permission to carry a handgun open holster". The Kicker, there is not a list of which cities or counties restrict "Open Holster Carry" in Kansas.
..I hope this opinion/post helps. I believe in communicating and regulating. I don't believe in lazy, Ban's.

..Lets pick on Melissa Brunner and JB Bauersfeld from WIBW13 with the other fake musician, for the "Battle of the Bands" Promo. I am thinking, "LIP SINGING". People would get together, film themselves fake singing a song while it plays. Sort of Karaoke, Lip Singing Style. It is more, "LIP SINGING". I would be able to let people use my albums in a studio. People could schedule, bring props, and have their session filmed. All these sessions would have the original songs played while they "Lip Sing" the song and fake, playing the instruments. People could blog/chat during the airing of the taped videos during the broadcast show which would show the taped videos live and the participants would be there. They would be introduced and their video played, before a live audiance. People would blog/chat poll vote. People would be able to go to the archives and vote after watching it in the archives tapes, and they can just vote after logging in. I contacted "Cover It Live" and they sent me the basic structure for "Cover It Live". They are at

..Any and all ages would enjoy doing this. I can also allow my albums to be played 24/7/365 as a Radio Type website Station. People could listen to my albums being played, at random, with commercial/ad space sold and heard around the tunes. People would be able to blog/chat at different scheduled time slots and blog/chat about the songs being played while they are logged in. Music groupies would have a blast sharing opinions, memories and bios of the bands, the members, and the songs. I cannot charge for listening to the music or blog/chatting the show, or the website as an Internet Music Type Station. I can share in the ad/commercial profits. I know there is alot more to look at, I just want to put my album collection to use, legaly.

..Lets pick on Melissa Brunner and JB Bauersfeld from WIBW13 with the other fake musician, for the "Battle of the Bands" Promo. I am thinking, "LIP SINGING". People would get together, film themselves fake singing a song while it plays. Sort of Karaoke, Lip Singing Style. It is more, "LIP SINGING". I would be able to let people use my albums in a studio. People could schedule, bring props, and have their session filmed. All these sessions would have the original songs played while they "Lip Sing" the song and fake, playing the instruments. People could blog/chat during the airing of the taped videos during the broadcast show which would show the taped videos live and the participants would be there. They would be introduced and their video played, before a live audiance. People would blog/chat poll vote. People would be able to go to the archives and vote after watching it in the archives tapes, and they can just vote after logging in. I contacted "Cover It Live" and they sent me the basic structure for "Cover It Live". They are at

..Any and all ages would enjoy doing this. I can also allow my albums to be played 24/7/365 as a Radio Type website Station. People could listen to my albums being played, at random, with commercial/ad space sold and heard around the tunes. People would be able to blog/chat at different scheduled time slots and blog/chat about the songs being played while they are logged in. Music groupies would have a blast sharing opinions, memories and bios of the bands, the members, and the songs. I cannot charge for listening to the music or blog/chatting the show, or the website as an Internet Music Type Station. I can share in the ad/commercial profits. I know there is alot more to look at, I just want to put my album collection to use, legaly.

I see bigot's, please advise.

..I got suckered. I was told that my landlord removed my capacity to pay rent at the bank, like I have done for about 3 of the last 5 years. Now I am supposed to sign an agreement that I pay his son and his son will forward the money into his fathers account. If his dad gets upset the rent will be refused, "without cause". The landlord wants to break the agreement and cancel Cable and other services in the agreement, and demand the rent anyways. I keep hearing multiple explanations as to why. I filed on a Catholic in Topeka, the Landlord doesn't have to give reason for unlawful eviction, I don't have rights, the landlord does. I have never missed a rent payment, in 5 years. I pay 15% of my income extra to settle a loan with him. By Law I don't have to pay him, and never have had too. Disability cannot be garnished! See SSR 79-4

I cannot imagine running a Campaign from my Van, which would be my home and Office. I cannot imagine people wanting to talk to me while I am sleeping in a Van. I have been told he is allowed because he is 86. So I ask? At what age is anyone allowed to be a bigot? When can I call people names because I am to damn old to be knocked out? She found it and told me it is better to keep my mouth shut, live and let her think I was crazy than to open it and removal all doubt. Then she calmed down and stated, "It is better to live my life properly and with less turmoil and grief and die, and find out there is not a God, than it is to live my life full of sin and grief and die, just to find out there is a God and I am not allowed". At least I would have had a proper life without grief and trouble. She further explained she was not more religious than any other and she wasn't trying to play God, she just wanted me to remember him. I think she was trying to break the pattern of my Dad, her son. He had raped me and was sexually abusive. She wanted to break the pattern the best she could. She took me in and I went against her house rule, on pornography in the house. I stayed about 2 months longer and moved out when I was almost 17. I was not allowed to see her when I was growing up because she and my dad did not get along. I am 42, she died of a stroke about 6 years after I moved out. I don't really know my grandmother, but her message keeps me out of trouble everyday. I cannot get her words and message out of my head. That is not a bad thing. It has kept me out of alot of trouble. It just sets me off when bigots put me down for being Baptist. I take it as being disrespectful to my grandmother. I know my bigot landlord doesn't care. He has confession to go to. He can ask a Mortal man for forgiveness for screwing me over. He can "Honor a God before Thee". ..I am not being evicted. I worked out the situation with my landlords son. I am transferring my debt to them and paying them back. I am receiving a written agreement that supersedes the current rent agreement. They, as durable power of attorney, are superseding the situation. I am still upset about the situation, but I am not evicted. I know that the situation looked bad and people will perceive different opinions about this situation. No excuses, my life is an open book. I hope people see that I am truly blue collar and human. I hope they see that I utilize the resources I have and stand by the values I believe in. I would be a liar if I did not update you or tell you the truth. Politicians lie all the time. They don't deal with their problems. They bill us and sacrifice our rights and resources in dealing with their own problems. I am still in the race and will be swinging at winning the Governor's race. Please look at this open minded and lets work through this. You don't have to fear me not being able to function. How would you have handled the situation if you was in the same situation, with the same resources or lack of them. Please remember that. I am closer to you than a lying thief politician. I filed on Amy Winterscheid also. What they have in common is that they are both Catholic. They both attend my landlords church. They both take bribes from Gary Pattilo and both conduct Illegal Gambling in Miami County where I live. My landlord got upset because I filed complaints on them and is throwing me out of where I live. Why? I am a "SPIC" and I am Baptist, not Catholic. He feels blacks are Niggers and Indians and Mexicans are "SPICS". I have been told he is allowed to call us this because of his age. I found out today, I am restricted from paying rent into the bank. His son, wants me to accept, "Extortive Garnishment". I am now required, after 3 years to sign a document that will allow him to manipulate the law and try to break the law. Social Security told me that "SSR 79-4" doesn't allow garnishment of Social Security. I am paying 15% of my disability towards my debt. The law is 5%. By law, he cannot even force that. Now that he blocked my ability to pay rent, I Will be homeless at the end of September, 2009. He is committing hate crimes. He also feels Brownback is special because he is Catholic. So, I am being evicted for being a "SPIC BAPTIST"? Please remember that, when the Catholic Church needs help. Please remember bigot's feel they will decide this election. I painted rooms in his house for free. I mow the grass and have, for 5 years, free. I drove him to doctors appointments all over the state for the last, 5 years. I cut and split wood for free, here for, 5 years. I evicted people from this house for refusing to pay rent and destroying his property, for the last 5 years. I have had mutual power of attorney of this property and his safety for the last 4 years. I have fixed his antique tractor numerous times for free. I have disked and cut his pastures for free, for the last 5 years. I have done background checks on tenants who move in here, for free, over the last 5 years. He received a ticket and was charged with, 1. No proof of Insurance. 2. Inattentive Driver 3. Unlawful Left Hand Turn. Resulting in an accident. I worked with his daughter in law and got it reduced to "ONE" charge. I helped show he had insurance, he just had the expired card in his car. Charge 1 and 2 was considered double jeopardy, and I proved that to her. The Police agreed and dropped "ONE" of those charges, and let him pay the 1 remaining charge without going to Court. I have fixed his plumbing, rebuilt toilets, shower drains, laid carpet, and hauled off trash from here, for free over 5 years. I have driven to the salvage yard to get parts to fix his cars for, free for 5 years. When his brother died I spent numerous days cleaning his apartment out and helped move the estate property for him. I helped find and facilitate the WILL discovery. I did the research tracking down all those involved in his brothers WILL, for free. I found him 2 cars he bought, for free. I found him a Taurus LX V6 SHO for $500.00. I found him a Taurus LX for $1,400.00 and rebuilt what was needed on both, for free. I picked up and spread driveway gravel, 3 times, for free. I rebuilt his fire barrels for winter. Overhauled the sump pump set up in the basement, and did flood recover a couple of times to remove water from the basement. I rebuilt the floor under one of the toilets. Hung up new light fixtures. Rehung and trimmed doors. Fixed hardwood floors. Set up his computer system. Helped him find a buyer for his antique truck's. Am I pissed? Oh yea!!!!!!!!!!!!
..I feel "Hardship Displaced". I was legally able to do all these things for free without it messing with my disability because he did not pay me and I benefited somewhat from these things. I borrowed his truck for awhile. He charged me $70.00 a month and I had to pay for any fuel I used. Sounds OK, except others used it and paid the same rate under the same deal, and did none of the work above. Then he did buy a torque wrench from a pawn shop when I fixed his truck. It was a $400.00 wrench. He told me to keep it after I rebuilt his truck engine. Then he had let a drug addict buddy of a tenant living here steal it from the kitchen and pay him the $10.00 he had paid for it. Yea, I have been cornered for awhile now. Al's kids refuse to intervene properly because, "They respect their father". SHIT!!!!!!!!!
I have since filed complaints with the Kansas Human Rights Commission and received Docket No. H1362-10 and my complaint is in the Investigation stage.

I worked with his daughter in law and got it reduced to "ONE" charge. I helped show he had insurance, he just had the expired card in his car. Charge 1 and 2 was considered double jeopardy, and I proved that to her. The Police agreed and dropped "ONE" of those charges, and let him pay the 1 remaining charge without going to Court. I have fixed his plumbing, rebuilt toilets, shower drains, laid carpet, and hauled off trash from here, for free over 5 years. I have driven to the salvage yard to get parts to fix his cars for, free for 5 years. When his brother died I spent numerous days cleaning his apartment out and helped move the estate property for him. I helped find and facilitate the WILL discovery. I did the research tracking down all those involved in his brothers WILL, for free. I found him 2 cars he bought, for free. I found him a Taurus LX V6 SHO for $500.00. I found him a Taurus LX for $1,400.00 and rebuilt what was needed on both, for free. I picked up and spread driveway gravel, 3 times, for free. I rebuilt his fire barrels for winter. Overhauled the sump pump set up in the basement, and did flood recover a couple of times to remove water from the basement. I rebuilt the floor under one of the toilets. Hung up new light fixtures. Rehung and trimmed doors. Fixed hardwood floors. Set up his computer system. Helped him find a buyer for his antique truck's. Am I pissed? Oh yea!!!!!!!!!!!!
..I feel "Hardship Displaced". I was legally able to do all these things for free without it messing with my disability because he did not pay me and I benefited somewhat from these things. I borrowed his truck for awhile. He charged me $70.00 a month and I had to pay for any fuel I used. Sounds OK, except others used it and paid the same rate under the same deal, and did none of the work above. Then he did buy a torque wrench from a pawn shop when I fixed his truck. It was a $400.00 wrench. He told me to keep it after I rebuilt his truck engine. Then he had let a drug addict buddy of a tenant living here steal it from the kitchen and pay him the $10.00 he had paid for it. Yea, I have been cornered for awhile now. Al's kids refuse to intervene properly because, "They respect their father". SHIT!!!!!!!!!
I have since filed complaints with the Kansas Human Rights Commission and received Docket No. H1362-10 and my complaint is in the Investigation stage.

..Collateral Bigotry? I have yet to see an investigation into my complaints on the Illegal Gambling in Topeka, Miami County etc:.. I am being retaliated against by my bigot landlord for filing on the people who conduct the Illegal Gambling, but the original filing is being stalled so the bigots can prevail. Certain groups are allowed to conduct raffles in Kansas where the Law reads, "No one" can conduct raffles in Kansas. Sheriff Barta refuses to follow the law equally for the citizens of Shawnee County. He functions under the "Honky, Mormon, Catholic, Bigot" policy. Alot of cities and counties are setting 2 sets of rules. "Honky, Catholic, Mormon". and "Nigger, Spic, everyone else". I am still pissed off that they feel they can conduct actions againt me that substantiates what they feel about me. Please elect a different Sheriff into Shawnee County. Please elect a new Sheriff into Miami County. Please elect people who believe in equality and refuse to only view skin color when they function as elected. Alot of bigots can be removed in the upcoming election cycles. Take the time to remove bigots. Educate yourselves remove bigots!!!!!

Idea I blogged about on WIBW13's news blog/chat today.
..Amber's, Gray Alerts and missing persons, was one of the topics. Atchison County KS has an active "Gray Alert" for an elderly couple. My idea is, the Government sets up a blog/chat like the "Cover It Live" blog/chat room that WIBW13 uses. They would send out a text, e-mail and other mediums for sending alerts. They would send the information to us that registered for the alert system. Lets say today I received an alert for a missing person. I log onto the blog/chat they set up and state my location. I tell them, how I got there {the route, when I got there, if I am mobile or stationary etc:..}. Lets say I am driving from point "A", when I left my last location, and am heading to point "B", my destination. They can map this with yellowpages.com or mapquest. I then look for this missing person as I drive. I would have pulled over to text them back for safe driving reasons. The route I am on without a sighting of the missing person helps narrow down where they might be. The more people who help in doing this will help narrow down search areas. I don't know every person follow the same path or route I am driving. I don't know the others on paths or routes that intersect or partially follow the route I am on. Dispatch receives all these texts and can show the probability by all these neutral people that the probability is that the missing person is not in visible view in that area. They can decide from there how saturated of a view has been done, and by who. Law Enforcement, or Private citizen. They can transfer or synchronize this information into a map bank. The map bank will show areas of view and color code the routes by who texted or communicated what they saw. Example, blue, on a black and white map, would be Police. Red, on this map, would be private citizens. They could push a button on the keyboard at dispatch, and bring up only the blue, for the Police routes or red for the Private citizen routes. They can also bring up routes by the half hour or hour the message was received into dispatch through the "Cover It Live" type blog/chat Alert System.
..Sometimes, on a runaway situation, they will hide when they see the Police. They don't see private citizens texting and looking in assistance to the Police and other Law Enforcement Agencies. Topeka KS has 112,000 residents. They know the streets, the routes they drive everyday. The routes the buses take and the routes as they walk. If 10% would register and assist the Police, that would be 11,200 people throughout Topeka Kansas looking as they maneuver through Topeka, 24/7/365.
..It is also pretty well anonymous. It will not work every time. It will be an additional tool or source for the Government to do its job. It lets people help the Police. It doesn't tie up the 9/11 or Police lines. If 10 people in the same basic area text in and 8 give a statement that they saw the person and stated they did see someone that looked like the missing person, the Police might still look there because 8 different text messages from 8 different people on different routes that intersected, is greater than the 2 who did not notice what the 8 different people saw. They would also look at the times of the alleged sightings.
..As always, if they do this, follow the agreement that they want signed when signing up for the "Alert System". Basically do not approach the missing person. Text, e-mail or call in and follow what the dispatcher asks you to do if they ask for your continued assistance. They might want you to keep visual contact and continue texting until they get there. If they do this, it will follow along the "Neighborhood Watch" policies and other policies already in place. Law Enforcement Agencies like assistance. They just have to receive it in a safe way. I hope to see something like this put into place as an additional tool to help the Police.
..They should be able to archive the text messages and the communication into a 9/11 type recording system. The 9/11 recording system is not erased or taped over. Those recorded information interactions are kept a very long time. In addition, phone companies are obsoleting "Pay Phones". They could possibly offer these as "9/11 Call Boxes". When we pick up the hand set it automatically dials 9/11 only. We cannot use calling cards, get an operator or do anything except talk to 9/11. The TDDY System already records text on 9/11 calls. Law Enforcement can decide where they want the "9/11 Call Boxes" set up. They can facilitate the use of current security cameras or install their own. These could TIVO activate when the "9/11 Call Box" is activated by picking up the hand set. They could add TDDY systems set up the same way. I sign would tell everyone, "9/11 CALLS ONLY"!!!
