It was a lie all along. He has been a Republican for 30 years and then changes to Democrat in June 2009? Yes!!! He now quits the race to assist the State as a Private individual? Yes!

Then we get Senate Majority Leader Derek Schmidt, Republican-Independence and Representative Lee Tafanelli, Republican Ozawkie who want to form a commission called the "Kansas Government Streamlining Commission". This commission would recommend shutting down State Jobs, Departments and Agencies. The Legislature tells us all they need tax money and budget for specific needs and then when they raise our taxes and get the tax/budget base they want to shut down alot of it and re appropriate the funds? Thomas Wiggans laundered Millions from California and brought it here, for his new "PRIVATE SECTOR". The media exposed it, but, stated "There was no fault just a $12.8 Million settlement". Even the Democratic Party in Topeka call all this "BI-PARTISAN"!! I still don't want their endorsement! Governors' "Chief of Staff and Chief Council". The kicker, I can allow the Lt. Governor to be their own "Chief of Staff and/or Chief Council" in the Lt. Governors Office. They can request that I appoint them into one or both of those positions, if they qualify. I cannot appoint them into the Governors Office, "Chief of Staff or the Governors Chief Council", that would be a conflict of interest. They would be their own boss at the Governors Office level instead of at the Lt. Governors Office level. I am reading the Appointment Schedule and the budget, still. I know when the Executive Offices, Departments, Boards and Commissions are up for appointment and by who. I also know the schedule for "Serving at the pleasure of, {Governor, Secretary of Commerce, Senate President, House Speaker, Supreme Court Rule, Executive Order etc::}.

I originally filed in Aug of 2009. This is October 2009. They have refused to stop the Gambling and have refused to investigate. They keep giving time extensions for the ILLEGAL CASINOS in Wyandotte County. This needs to stop!!!

I find it odd that the Kansas Racing and Gaming Commission and the Kansas Department of Revenue as well as the Kansas Lottery allowed WIBW13 and WIBW 580 AM radio break the law. They gave away $1,000 in a free drawing. That exceeds the $500.00 per drawing legal limit. They claim the amount came from different sources. That doesn't matter. The law states, "A single cash prize cannot exceed $500.00, period". Again, the State looks the other way. 2 sets of rules, that really sucks!!!!

Ban's???? Smoking Ban's?????

..Here is what I feel about "Ban's". Ban's seem like a cop out. They are a lazy way to fix a problem of opinion between parties. I Politics or Government,. Elected and Appointed Officials have to lease everyone and make everyone upset. On a good day they can compromise, and give to both while taking from both. What do I propose? Placards, Regulation and Civility. What are these things? Lets look at business and public places in itself. Walmart sells Beer and Cigarettes yet it doesn't allow drinking and smoking in their businesses. Liquor Stores sell Beer and Liquor, yet you cannot consume Alcohol in their Business. Bar's sell Beer and Liquor, yet you cannot take any of the Alcohol out of the Bar. It all goes by License and Permits. I propose putting a placard that is square on the outside of the entrance of all businesses. 1 placard would have an "S" in the middle of it. Another would have a "D". The "S" is for "Smoking" and the "D" is for "Drinking". Below these placards would be a number. 1 through however many it takes. Each number would define what is allowed or not allowed in the business or public building. The State Parks already have a Ledger that show, "Available or Not Available" to camping, boat ramp, fishing, skiing, overnight camping, open camp fire, etc:.. These City Placards would show people what is allowed or not allowed in reference to the placard displayed. The city would post placard number with the "S" or the "D" and the number would let people know what is "allowed or not allowed" by the placard number. A line through the "S" or "D" means, not allowed at all.

..Factors that need to be reviewed. 1. Occupancy Allowance. 2. Business type. 3. Hours of operation. 4. Business License Type. 5. Food served, yes or no. 6. Meal Food or Appetizers. 7. Adult Orientated or not. 8. Member or Non-Member. 9. Outside Food or Drink Allowed. 10. Age requirement to be on property. 11. Zoning, business or non-business. 12. Private Public or Government Public. 13. Sectioned common area or open common area. 14. Separate Lounge/Bar or Open Area. 15. Banquet Hall or No-Banquet Hall. 16. Free Standing Business or Adjacent Businesses. 17. Outdoor Patio/Deck or all Indoor. These numbers are not suggestions for placard numbers, they are a few factors to consider if they go to a placard system.

..All these factors are within Regulations. They may be Ordinances, Regulations. They may be Uniform Code or Municipal Code. They may be City, County, State or Federally Regulated. Ban's are lazy. Negotiating an environment with all factors and types of people figured in is politics and should be considered. Ban's are for bullies, and lazy people. Should the citizens get a vote or have a Smoking Ban as a ballot measure? I am mixed on that. Should the City or County be able to decide to Ban Smoking? I am mixed on that. Should they consider all factors and work to set up Regulations, Ordinances and social civility, yes. Should customers and citizens have warnings about the environment they consider entering? Yes. The Chamber of Commerce, City Hall, County Commissioners, etc:.. could post these Placard Designs, and what they mean. I feel they should also use the "NUMBER" system to show how "Smoking and Drinking" is regulated in these places.

..Just a thought. Look up Prohibition on Alcohol. It did not have Regulations, and rules to control the Alcohol Manufacturing or its Consumption. Regulations were designed, and placed and then they brought Alcohol back. It wasn't the Booze. It was the lack of control or regulation. There was not any safety measures in place. Moonshine was killing people. The tax base was way off. People tax evaded and people were out of control. There was no definition of control when they started Prohibition. Prohibition and Ban's are alot alike. Prohibition was a total coverage of use, possession, manufacture, and consumption. Ban's only restrict where a person can utilize the product. An example, in some city's you can buy "Fireworks" in the city limits, but you cannot use them in the same cities limits. Heck in the State of Georgia, they have "Dry Counties" that you cannot even drive through with "New, Sealed unopened Beer". It is a Felony. In Kansas, it is an "Open Holster State for Hand Guns, yet each city regulated if they allow or disallow the permission to carry a handgun open holster". The Kicker, there is not a list of which cities or counties restrict "Open Holster Carry" in Kansas.

..I hope this opinion/post helps. I believe in communicating and regulating. I don't believe in lazy, Ban's.

People would get together, film themselves fake singing a song while it plays. Sort of Karaoke, Lip Singing Style. It is more, "LIP SINGING". I would be able to let people use my albums in a studio. People could schedule, bring props, and have their session filmed. All these sessions would have the original songs played while they "Lip Sing" the song and fake, playing the instruments. People could blog/chat during the airing of the taped videos during the broadcast show which would show the taped videos live and the participants would be there. They would be introduced and their video played, before a live audiance. People would blog/chat poll vote. People would be able to go to the archives and vote after watching it in the archives tapes, and they can just vote after logging in. ..Any and all ages would enjoy doing this. I can also allow my albums to be played 24/7/365 as a Radio Type website Station. People could listen to my albums being played, at random, with commercial/ad space sold and heard around the tunes. People would be able to blog/chat at different scheduled time slots and blog/chat about the songs being played while they are logged in. Music groupies would have a blast sharing opinions, memories and bios of the bands, the members, and the songs. I cannot charge for listening to the music or blog/chatting the show, or the website as an Internet Music Type Station. I can share in the ad/commercial profits. ..I got suckered. I was told that my landlord removed my capacity to pay rent at the bank, like I have done for about 3 of the last 5 years. Now I am supposed to sign an agreement that I pay his son and his son will forward the money into his fathers account. If his dad gets upset the rent will be refused, "without cause". The landlord wants to break the agreement and cancel Cable and other services in the agreement, and demand the rent anyways. I keep hearing multiple explanations as to why. I filed on a Catholic in Topeka, the Landlord doesn't have to give reason for unlawful eviction, I don't have rights, the landlord does. I have never missed a rent payment, in 5 years. I pay 15% of my income extra to settle a loan with him. By Law I don't have to pay him, and never have had too. Disability cannot be garnished! See SSR 79-4

I was further told by the Miami County Attorney, all this is Civil. I asked about Larceny and was told to read K.S.A. 21-3701. I did that. I guess, so you know, I will be living in my Van as of October 3rd, 2009. I will have that months disability to survive on. I will lose my phone, computer, record collection, TV, stereo, truck, cat, shotgun, microwave, refrigerator, clothes, bed, dresser, etc:.. All this because I am baptist. My landlord wants Brownback, who is Catholic, to win the election. He doesn't want you, the resident of Kansas to decide. He wants Sheriff Kelly to keep breaking the Law because he is Catholic. 5 years with zero complaints and I am evicted. I have Cancer and decided to try to make Governor to remove corruption, like Brownback. Now I will be homeless so Brownback can screw you over some more. I cannot imagine running a Campaign from my Van, which would be my home and Office. I cannot imagine people wanting to talk to me while I am sleeping in a Van. I keep hearing, "They cannot buck their dad". I take that as a sign of bigotry. Why?? Al Massoth calls blacks niggers to their face in Paola. He calls women Tramps. I have been told he is allowed because he is 86. So I ask? At what age is anyone allowed to be a bigot? When can I call people names because I am to damn old to be knocked out? What age am I untouchable? I am 42, and will be 43 this month. I don't hit older people. I just have to put up with a bigot who is 86. I am not sure how this will evolve. I am upset that corruption and bigots will prevail. I am pissed off about how I was used. Look below, all that is true, as to what I have done for 5 years here. I cannot get any legal action because the Miami County Government are bigots. I could file all day long. The Courts just don't care. They want Kelly to continue in illegal gambling. I hate bigotry and discrimination. They love lying to people and stealing their property, through, Larceny. I don't want to stay here, I just don't have a choice. I don't want to be homeless. It just beats Prison. I could take out quite a few bigots in the county. I just don't want to be in Prison. I don't want to ramble, I just felt you might like to know whats going on when the bigots decide the election and why I might have to walk away. I don't hate you, the Kansas Resident, I hate the bigots and co dependants of fools here in Miami County Kansas. I have said it before, "I will die a human being before I bow and live the life of the acceptable Slave, Guaranteed". I believe in the place of waiting when we die. I also believe we remain human as a spirit until atonement within the eyes of God. I cannot be killed there. There will be no rules there. No one can stop me from expressing myself to others who have fallen, will fall and will fall behind me. I will be told, by those already there, what they saw. I believe they watch over us as Guardian Angels and Messengers. I don't see them now or hear them, but I know they are there. Why? My grandmother. I didn't used to believe in God 100%. She set me straight with words and wisdom. I had hidden a playboy in the guest bedroom that I stayed in when I lived with her as a 15 and 16 year old. She found it and told me it is better to keep my mouth shut, live and let her think I was crazy than to open it and removal all doubt. Then she calmed down and stated, "It is better to live my life properly and with less turmoil and grief and die, and find out there is not a God, than it is to live my life full of sin and grief and die, just to find out there is a God and I am not allowed". At least I would have had a proper life without grief and trouble. She further explained she was not more religious than any other and she wasn't trying to play God, she just wanted me to remember him. I think she was trying to break the pattern of my Dad, her son. He had raped me and was sexually abusive. She wanted to break the pattern the best she could. She took me in and I went against her house rule, on pornography in the house. I stayed about 2 months longer and moved out when I was almost 17. I was not allowed to see her when I was growing up because she and my dad did not get along. I am 42, she died of a stroke about 6 years after I moved out. I don't really know my grandmother, but her message keeps me out of trouble everyday. I cannot get her words and message out of my head. That is not a bad thing. It has kept me out of alot of trouble. It just sets me off when bigots put me down for being Baptist. I take it as being disrespectful to my grandmother. I know my bigot landlord doesn't care. He has confession to go to. He can ask a Mortal man for forgiveness for screwing me over. He can "Honor a God before Thee". Not me, I don't believe in Mortal Salvation, I believe in Spiritual Atonement to 1 God and 1 God only. I never questioned my landlords religion or his religious ways. Yet he feels he controls mine. ..I am not being evicted. I worked out the situation with my landlords son. I am transferring my debt to them and paying them back. I am receiving a written agreement that supersedes the current rent agreement. They, as durable power of attorney, are superseding the situation. I am still upset about the situation, but I am not evicted. I know that the situation looked bad and people will perceive different opinions about this situation. No excuses, my life is an open book. I hope people see that I am truly blue collar and human. I hope they see that I utilize the resources I have and stand by the values I believe in. I would be a liar if I did not update you or tell you the truth. Politicians lie all the time. They don't deal with their problems. They bill us and sacrifice our rights and resources in dealing with their own problems. I am still in the race and will be swinging at winning the Governor's race. Please look at this open minded and lets work through this. You don't have to fear me not being able to function. How would you have handled the situation if you was in the same situation, with the same resources or lack of them. Please remember that. I am closer to you than a lying thief politician. I hope you can remember that and work with me to stop the problems and games. I am still pushing for an investigation into Sheriff Kelly, Amy Winterscheid and the Illegal Gambling in Miami County Kansas.


..This will be longer post and it gets a little wordy. I feel people have the right to know what is going on in my personal life. A while back I filed complaints on Sheriff Kelly. I filed on Amy Winterscheid also. What they have in common is that they are both Catholic. They both attend my landlords church. They both take bribes from Gary Pattilo and both conduct Illegal Gambling in Miami County where I live. My landlord got upset because I filed complaints on them and is throwing me out of where I live. Why? I am a "SPIC" and I am Baptist, not Catholic. He feels blacks are Niggers and Indians and Mexicans are "SPICS". I have been told he is allowed to call us this because of his age. I found out today, I am restricted from paying rent into the bank. His son, wants me to accept, "Extortive Garnishment". I am now required, after 3 years to sign a document that will allow him to manipulate the law and try to break the law. Social Security told me that "SSR 79-4" doesn't allow garnishment of Social Security. I am paying 15% of my disability towards my debt. The law is 5%. By law, he cannot even force that. Now that he blocked my ability to pay rent, I Will be homeless at the end of September, 2009. He is committing hate crimes. He also feels Brownback is special because he is Catholic. So, I am being evicted for being a "SPIC BAPTIST"? Please remember that, when the Catholic Church needs help. Please remember bigot's feel they will decide this election. I will be trying to stabilize my meds, health care, and my campaign. It will be hard to run for office living in my van, but I will try to stay in the race. Miami County is allowed to break the law because they bribe the Kansas Gaming and Racing Commission. They bribe alot of people. That is why my bigot landlord wants me gone. Because I expose the bigot's and the corruption. I am not signing my disability over to any one, PERIOD!!!!!!! I am not liquidating my life and bowing to bigot's. I have never lied to any of you. I am not starting now. They want to break me down and try to falsify I cannot handle my life, let alone others lives. They feel they can maneuver within different rules and break the law. He is a 86 year old bigot. His son is Richard Massoth, he pampers his daddy and is the one facilitating my becoming homeless. I am American Indian by blood. ..For the record I have not been late or missed one rent payment in 5 years!!! I have not missed 1 payment on my personal loan from him either, in 5 years. I pay him $150.00 a month towards the personal loan and $220.00 a month for rent. I fixed all 3 of his cars for free, over the last 5 years. I overhauled his truck engine for free. I painted rooms in his house for free. I mow the grass and have, for 5 years, free. I drove him to doctors appointments all over the state for the last, 5 years. I cut and split wood for free, here for, 5 years. I evicted people from this house for refusing to pay rent and destroying his property, for the last 5 years. I have had mutual power of attorney of this property and his safety for the last 4 years. I have fixed his antique tractor numerous times for free. I have disked and cut his pastures for free, for the last 5 years. I have done background checks on tenants who move in here, for free, over the last 5 years. He received a ticket and was charged with, 1. No proof of Insurance. 2. Inattentive Driver 3. Unlawful Left Hand Turn. Resulting in an accident. I worked with his daughter in law and got it reduced to "ONE" charge. I helped show he had insurance, he just had the expired card in his car. Charge 1 and 2 was considered double jeopardy, and I proved that to her. The Police agreed and dropped "ONE" of those charges, and let him pay the 1 remaining charge without going to Court. I have fixed his plumbing, rebuilt toilets, shower drains, laid carpet, and hauled off trash from here, for free over 5 years. I have driven to the salvage yard to get parts to fix his cars for, free for 5 years. When his brother died I spent numerous days cleaning his apartment out and helped move the estate property for him. I helped find and facilitate the WILL discovery. I did the research tracking down all those involved in his brothers WILL, for free. I found him 2 cars he bought, for free. I found him a Taurus LX V6 SHO for $500.00. I found him a Taurus LX for $1,400.00 and rebuilt what was needed on both, for free. I picked up and spread driveway gravel, 3 times, for free. I rebuilt his fire barrels for winter. Overhauled the sump pump set up in the basement, and did flood recover a couple of times to remove water from the basement. I rebuilt the floor under one of the toilets. Hung up new light fixtures. Rehung and trimmed doors. Fixed hardwood floors. Set up his computer system. Helped him find a buyer for his antique truck's. Am I pissed? Oh yea!!!!!!!!!!!!

..I feel "Hardship Displaced". I was legally able to do all these things for free without it messing with my disability because he did not pay me and I benefited somewhat from these things. I borrowed his truck for awhile. He charged me $70.00 a month and I had to pay for any fuel I used. Sounds OK, except others used it and paid the same rate under the same deal, and did none of the work above. Then he did buy a torque wrench from a pawn shop when I fixed his truck. It was a $400.00 wrench. He told me to keep it after I rebuilt his truck engine. Then he had let a drug addict buddy of a tenant living here steal it from the kitchen and pay him the $10.00 he had paid for it. Yea, I have been cornered for awhile now. Al's kids refuse to intervene properly because, "They respect their father". SHIT!!!!!!!!!

I have since filed complaints with the Kansas Human Rights Commission and received Docket No. H1362-10 and my complaint is in the Investigation stage.

..Collateral Bigotry? I have yet to see an investigation into my complaints on the Illegal Gambling in Topeka, Miami County etc:.. I am being retaliated against by my bigot landlord for filing on the people who conduct the Illegal Gambling, but the original filing is being stalled so the bigots can prevail. Certain groups are allowed to conduct raffles in Kansas where the Law reads, "No one" can conduct raffles in Kansas. Sheriff Barta refuses to follow the law equally for the citizens of Shawnee County. He functions under the "Honky, Mormon, Catholic, Bigot" policy. Alot of cities and counties are setting 2 sets of rules. "Honky, Catholic, Mormon". and "Nigger, Spic, everyone else". I am still pissed off that they feel they can conduct actions againt me that substantiates what they feel about me. Please elect a different Sheriff into Shawnee County. Please elect a new Sheriff into Miami County. Please elect people who believe in equality and refuse to only view skin color when they function as elected. Alot of bigots can be removed in the upcoming election cycles. Take the time to remove bigots. Educate yourselves remove bigots!!!!!

Idea I blogged about on WIBW13's news blog/chat today.

..Amber's, Gray Alerts and missing persons, was one of the topics. Atchison County KS has an active "Gray Alert" for an elderly couple. My idea is, the Government sets up a blog/chat like the "Cover It Live" blog/chat room that WIBW13 uses. They would send out a text, e-mail and other mediums for sending alerts. They would send the information to us that registered for the alert system. Lets say today I received an alert for a missing person. I log onto the blog/chat they set up and state my location. I tell them, how I got there {the route, when I got there, if I am mobile or stationary etc:..}. Lets say I am driving from point "A", when I left my last location, and am heading to point "B", my destination. They can map this with yellowpages.com or mapquest. I then look for this missing person as I drive. I would have pulled over to text them back for safe driving reasons. The route I am on without a sighting of the missing person helps narrow down where they might be. The more people who help in doing this will help narrow down search areas. I don't know every person follow the same path or route I am driving. I don't know the others on paths or routes that intersect or partially follow the route I am on. Dispatch receives all these texts and can show the probability by all these neutral people that the probability is that the missing person is not in visible view in that area. They can decide from there how saturated of a view has been done, and by who. Law Enforcement, or Private citizen. They can transfer or synchronize this information into a map bank. The map bank will show areas of view and color code the routes by who texted or communicated what they saw. Example, blue, on a black and white map, would be Police. Red, on this map, would be private citizens. They could push a button on the keyboard at dispatch, and bring up only the blue, for the Police routes or red for the Private citizen routes. They can also bring up routes by the half hour or hour the message was received into dispatch through the "Cover It Live" type blog/chat Alert System.

..Sometimes, on a runaway situation, they will hide when they see the Police. They don't see private citizens texting and looking in assistance to the Police and other Law Enforcement Agencies. Topeka KS has 112,000 residents. They know the streets, the routes they drive everyday. The routes the buses take and the routes as they walk. If 10% would register and assist the Police, that would be 11,200 people throughout Topeka Kansas looking as they maneuver through Topeka, 24/7/365.

..It is also pretty well anonymous. It will not work every time. It will be an additional tool or source for the Government to do its job. It lets people help the Police. It doesn't tie up the 9/11 or Police lines. If 10 people in the same basic area text in and 8 give a statement that they saw the person and stated they did see someone that looked like the missing person, the Police might still look there because 8 different text messages from 8 different people on different routes that intersected, is greater than the 2 who did not notice what the 8 different people saw. They would also look at the times of the alleged sightings.

..As always, if they do this, follow the agreement that they want signed when signing up for the "Alert System". Basically do not approach the missing person. Text, e-mail or call in and follow what the dispatcher asks you to do if they ask for your continued assistance. They might want you to keep visual contact and continue texting until they get there. If they do this, it will follow along the "Neighborhood Watch" policies and other policies already in place. Law Enforcement Agencies like assistance. They just have to receive it in a safe way. I hope to see something like this put into place as an additional tool to help the Police.

..They should be able to archive the text messages and the communication into a 9/11 type recording system. The 9/11 recording system is not erased or taped over. Those recorded information interactions are kept a very long time. In addition, phone companies are obsoleting "Pay Phones". They could possibly offer these as "9/11 Call Boxes". When we pick up the hand set it automatically dials 9/11 only. We cannot use calling cards, get an operator or do anything except talk to 9/11. The TDDY System already records text on 9/11 calls. ..California has a "9/11 Call Box System in place and has for years. It also gives an addition source to receive 9/11 assistance. Dispatch should be allowed to flip a switch and disconnect the phone call if it is a prank call. The phone would give an exact location of where the call originated. Law Enforcement can decide where they want the "9/11 Call Boxes" set up. They can facilitate the use of current security cameras or install their own. These could TIVO activate when the "9/11 Call Box" is activated by picking up the hand set. They could add TDDY systems set up the same way. I sign would tell everyone, "9/11 CALLS ONLY"!!!

Public Housing, Section 8, manipulated thefts and tyranny.

..Used to, people were placed on a waiting list for Housing Assistance and Section 8. Usually they receive Social Security etc:.. The facilities look at your Social Security Income and then they figure a sliding scale. These people pay a portion for the months rent and the Federal Government pays the rest, of the rent, up to the full rent per month. Sounds OK, except, Displaced People move to the top of the waiting list. People who are laid off are considered Displaced. They get moved to the top of the list. In this they make more on Unemployment than people on disability. This cost the Federal Government less in paying the difference in the rent. Then they try to force those on Disability into group homes and nursing homes. These group homes and nursing homes get $4,000 a month, per resident, and they get all of your Social Security Check. When these manipulated funds are paid back to the Federal Government they use it as they feel. It is no longer used for Social Security or its intended Justified Budget use.

..Just a thought. I am tired of manipulated "White Washed, Thefts".

..September 11th, 2009. {{UPDATE}}.

..I noticed that the interview above shuts off and the end looks as if I have a concern with the Shawnee County Sheriff or the Shawnee County Sheriffs' Office. I do not! I was giving a comparison between Shawnee County and Wyandotte County. The Law states, "To recall an elected Official in Kansas, a petition must be filed. Step 1 is 3 people file a petition to the County Clerk for the District Attorney to review. If they agree, then the 3 petition electors then must get 40% of the previous elections electoral vote signatures. Then a "Special Election" is held and people are asked, "Do you want the Elected Person Replaced by Recalling your Vote?"

..Then if the citizens say yes in the "Special Election", the party that the elected official belonged to when they ran in the election, will nominate a person to replace them. Well in Wyandotte County Kansas, they refuse to allow a party declaration to be used. So when an elected official is removed, there is not a party to recommend a nomination to the Governor for appointment. State Senator Steineger helped set this up and wants to set this into motion state wide with the 13 colonies or territories. I compared Shawnee County to Wyandotte County and the tape, do to time restraints, got cut short. I was only comparing a County that follows the Law, "Shawnee County", and a County that breaks the Law, "Wyandotte County". I hope this clears up the end of the interview. So far Marques doesn't feel the need to clarify the end of the interview. I called Under-Sheriff Holliday and explained what happened to him. He stated, "He understood what I meant and thanked me for clarifying what happened". He seems like a nice guy. The KSA for recall petitions in Kansas is, K.S.A. 25-4318. Then type in 25-4318 in the Statute Window. I hope this clears up the end of the interview that seems misleading to me. Marques White told me he doesn't feel a need to clarify anything. Paola Kansas and Miami County strike again???

..I was minding my own business and read the "Miami County Republic" newspaper last week. On Wednesday, September 2nd, 2009. What I saw was a declaration of breaking the Law as an advertisement. The Paola Chamber of Commerce decided to break the Law. How? They are doing a Casino Tournament with a "FORCED ENTRY FEE". That is Illegal in Kansas. I called the Kansas Racing and Gaming Commission in Topeka Kansas at 1-785-296-5800 and spoke with Patrick Martin. He is the Chief Legal Council for the K.R.G.C.. I explained what I read and he contacted Amy Winterscheid. She is a Lawyer in town and one of the sponsors. She is at 1-913-294-3400. Other sponsors are, Sandy Nelson, 1-913-294-2311, Matt Winterscheid, 1-913-963-8263 and Justin Fulk, 1-913-461-4373. I know that Patrick called Amy because she was upset because I called Patrick and told me so. She changed the format and stated, "She was displeased with me". She further stated, "I should call her instead of the State from now on".

..Well, today I see they changed the advertisement. All 4 names and numbers have been removed from the advertisement, as published the week before. I am concerned that people who pay he 425.00 for the meal ticket will also be able to start the tournament at 5:30pm. Anyone who refuses to by a meal ticket will have to wait to participate in the Casino Games until those gambling finish their food. If it takes 3 hours for these people to eat and start the tournament, people outside will have 1 and 1/2 hours of play time to try to earn enough points to win the cash prizes being given at the end of the night. Those that pay a fee get 4 and 1/2 hours to earn points and those who refuse, by Law get 1 and 1/2 hours to earn points fore the cash prizes. This I find unfair if it happens. The advertisement is very vague. It seems to still force payment for Casino Game Playing.

..I will plan on being outside the event and updating what I see. I am tired of 2 sets of rules and laws. Other "NOT FOR PROFITS", Candidates and Organizations would love to have Casino Nights and Gambling Tournaments etc:.. They cannot. They are Illegal! I will up date what I see happening during the event. It is Sept 12th, 2009 in Paola Kansas, from 5:30 to 10:00 pm. It is being held at the Evergreen Events Center. Meal tickets are $25.00 single in advance and $50.00 at the door. Couple meal tickets are $40.00 in advance and $50.00 at the door. These tickets include, Heavy Hors d'oeuvres and $5,000 Casino Cash Voucher. The Paola Chamber of Commerce is at 1-913-294-4335.

Elected Office Eligibility?

..Last year I ran for Sheriff in Miami County Kansas. I received mixed views on not having any Law Enforcement experience. By State Law it is not required. If a person is elected they go to the Kansas Law Enforcement Training Center and receive training. This program is paid for from percentages and fees from Traffic Tickets and Criminal Docket Fees. Currently this is $14.00. You can also transfer your Law Enforcement Credentials from another State. Where people got upset??

..1. People who want to become Cops in Kansas have to train under a Department for a year and then go to the K.L.E.T.C. for 14 weeks and 560 hours of training.
K.S.A. 74-5619, 20-362, and 20-362{e} explain this.

..2. It takes about 2 years to become a minimum qualified certified Police Officer. Anyone elected as Sheriff can go from "ZERO" experience, or training, too becoming Sheriff in 560 hours and 14 weeks. Within the Departments there is a minimum time frame that must be met to gain rank, or eligibility for different "Task Forces" in the Department.

..3. I purpose that the 2 year minimum Police Officer Employment eligibility be followed under, "Equal Opportunity Employment". Sheriffs' get paychecks. The 2 years must be as a Kansas Law Enforcement Officer.

..4. I purpose that any reciprocity of other States training must have been completed 2 years prior to be eligible to run for Sheriff in Kansas. I don't like the rushed reciprocity.

..5. County/District Attorneys' have to be Lawyers to be eligible to run for the Elected Office. County Treasurers, County Clerks and other positions of elect have minimum credential guidelines also.

..6. I also feel any and all candidates must successfully take and pass the "Civil Service Exam". I plan on doing this.

..I received 3,569 votes. Kelly received 10,773 votes for Sheriff. I received these votes based on they wanted Sheriff Kelly out and my views as a Candidate. I received all these votes without being a qualified Cop. Jim Mitzner, who also ran, received 66 votes and Joe Rogers, who also ran, received 2. They both had 10 years experience each as street Cops. These changes are important. I am "Grand Fathered" on the Governors Candidate Eligibility requirements, as a current Candidate. It will be subject to change, later also.

Things about me you will see and may or may not like.

I do lack direct skills with communicating verbally with people. I do get a little high strung. I have a lot on my mind and come across as hyper and intense. I hope people will read up on my opinions here and will look at the lies they have been told by the other Candidates and by the current politicians. Lies with a smile and a knife in your back are still lies. I am blue collar and I don't wear ties and suits. I wear sweats, tennis shoes and pull over type shirts. I am basically like 95% of you. I may be nervous, but I am not giving up. I don't need big busks to get my message across. If you want to meet with me, I might need to request a small Contribution to get me there. I am on disability and am on a fixed income. I blend in in with almost all of you. Lets fix the problems keeping us down and them, "FAT CATTING IT". I challenge everyone to buy a spiral note book or two and to start journals. Keep up with everyone, including me. Write notes, current events and concerns down. Reread this journal regularly. Look for people who change their story or who try to twist facts. Educate yourselves.

Brownback wants receipt's for Kansas????

He wants to expand Agriculture and expand the populous of Kansas all at once? How??? If the farms take over all the available land and are turned into farms, where are the new populous going to build houses and how are cities going to expand? I agree, farmers are extremely important. Brownback just cannot promise two groups of people the same promise! Farmers deserve what they have. So do city people. Brownback cannot promise more farm land to farmers and then also give it to city folks! He speaks of revenue. He helped create huge tax abatement's for companies and then punishes everyone else in Kansas to pay for his stupid votes and mistakes at the Congress Level. He promotes lies. What do I propose?

..1. A "Compact Board or Commission".

What is a "Compact Board or Commission?"

..It will be a "Board or Commission" that I as Governor will appoint people to sit on that regulates and watches City and County Compacts. Compacts are agreements between Cities and Counties. They are primarily City to County, City to City, County to County etc:.. They involve the shared expense and benefit of sharing resources for a specific goal. I feel that each County should have to pay a fee, as well as every City, that wants to enter into a Compact with another City or County. In this, the Board or Commission grants a 1 year License to review the attempts for Cities and Counties to form Compact Agreements. This also helps the State regulate what is Legal and Illegal. If a Class 1 city cannot partake in a "Compact Item" do to the City Classification, then "NO" Class 1 city in Kansas will either. I am tired of all these buddy deals and personal agenda with zero Governance or Accountability. The matter is not money directly. It is a matter of the mismanagement of the money. Wants being utilized and sacrificing needs in the process.

..It will involve "Permits". These permits will be 1 of 2 types under permissiveness. 1. Permitted, allowed. 2. Not Permitted, Not Allowed. Plain and simple. Every Compact attempt or request will go through this Board or Commission for Licensed approval. This facilitates a checks and balance. It facilitates a Democracy. The Board or Commission will also advise Cities, Counties and others attempting to form Compacts, what is required and Legal within the Compact Request as attempted by the License Holder/Holders.

..If the entity, agency is from out of State, they must pay a the fee and gain a "Compact Board or Commission State of Kansas License" to attempt to form Compacts in Kansas. The Cities and Counties will have to have a Kansas State License to attempt to Compact out of State also. Again, I am tired of the same Classification of Cities in Kansas functioning 100% different than the other Cities with same Classification.

..I am also looking at dissolving/repealing K.S.A. 12-2630. It allows the counties of Douglas, Wyandotte, Johnson, Leavenworth and Miami to combine their Municipal Insurance Bonds and transport them out of State. The problem is, is that when there is an "ILL" element. The State with the more stringent policy keeps the money or Bond. If Kansas is found to be "ILL" in the Bond, the other State keeps the money and doesn't owe Kansas. That is a stupid K.S.A. and it needs dissolved or repealed!

..Brownback and Roberts both support "Outsourcing of jobs and resources". They also support, "Insourcing" of Labor from out of State Companies which lays off local workers. We need local jobs. Local being jobs here in Kansas. Local means here in the counties and cities where we live.

..I still do not feel we "NEED" a Bio-Lab! I keep hearing that we need a Bio-Lab because of all these Ag diseases. Were do they test for these diseases now? We have 6 level 4 facilities in the United States now. I don't feel the "WANT" to spend $500 Million is necessary or an acceptable use of our resources. Kids are being "Laid Off" from School" so Brownback and his idiot followers can build a $500 Million "WANT TOY". Lynn Jenkins stated, "Kansas has a balanced budget when she ran for office". 3 months after she inaugurated, we went $250 Million in debt and was told it would reach $1 Billion within a year. She lied and still lies. These things have to stop!!!!!!

..Another view. If a Doctor commits Mal-Practice and they are under law Suit, what should the Penalty be? I have a view on this. I feel that the structure or policy should reflect the Social Security Standard.

..I will give some basic reflection:...

.. A patient files a law suit, for millions, against a Doctor. This happens all the time. Why is it wrong? Equality! Where is equality the factor here? Social Security only pays 2/3 of a persons work history average. If someone works for 1 year and then becomes disabled, here is a brief of what happens. Lets say they make $12,000 a year. That is $1,000 a month. Social Security then figures 2/3 of this monthly average. This would be $625.00 a month, as an average disability income. OK, another person makes $24,000 a year. The same steps are followed. They made $2,000 a month, so their 2/3 benefit of work history is, $1,250 a month. Monthly benefits are based on work history.

..If someone made $10,000, $20,000 and $30,000 in for 3 years work. Then the average of their work history would be. Add all 3 years together. That is $60,000 divided by three which is $20,000 as a work gross yearly work history. That is divided by 12 and that becomes the monthly benefit or monthly disability for that person. It is more involved than that, but that is a quick basic reflection of disability benefits.

..Why would someone be allowed millions for a Mal-Practice or Tort suit, if their monthly disability check would only be, $1,666.66, if they went on disability? If they return to work or are found to be able to return to work, the benefit would stop after a one year trial work period.

..I feel the Mal-Practice Insurance Company should only have to pay Social Security the benefit rate, the patient falls under based on Social Security Standards, and a monthly surcharge. If the patients remains disabled, they continue receiving a disability check. If they improve, an adjustment is facilitated. Mal-Practice and Torts are based on Displacement. Being displaced from work. Being displaced from a persons way of life. All ways of life fall within the Social Security Standards. I am not sure what the number is, but Social Security will only pay up to a maximum monthly amount. If you make $1,000,000.00 a year, you will not get 2/3 of $1,000,000.00 a year in disability income if you become disabled. In this, why should people get more from law suits than their individual disability standard allowance? They should not.

..Basically, law suits for Mal-Practice or Torts should be evaluated and managed by Social Security. That would stop fake suits, and reduce Health care costs. The number one cause of problems with your Doctor and your care, is you as the patient refuses to follow the Doctors orders in full or part. Then you as the patient blame your Doctor because insurance companies won't pay if we go, "Against Medical Advice", {or A.M.A.}. There are a varied levels of A.M.A.s' that we as patients exercise. Social Security is neutral. Their Doctors get a yearly paycheck. They don't get percentages or per patient paychecks or reimbursements. They don't have an Office and they don't see patients in their own Office setting. They don't have a private practice. They don't get more or less of an income based on their patient load or how a private practice works. They get paid the same, regardless if your are sick or healthy. They don't treat, anyone, they evaluate your Health care status as presented for a disability rating. That is all they do. They state, "You are disabled or your not disabled". That is all they do. I feel this Social Security Standard and Policy would stop a lot of the Medical System Abuse.

Sheriff Kelly conducts illegal Drawings/Raffles in Miami County Kansas. He excepted Illegal funds from these illegal Drawings/Raffles. Look at K.S.A. 25-4181 at www.kansas.gov or the Statute Section there. Then type in 25-4181 in the Statute Number Window. So far the State of Kansas refuses to investigate. The Kansas Racing and Gaming Commission refuses to investigate. The Kansas City FBI refuses to investigate. Kelly recieved campaign funds last year for his Sheriff Campaign and his Republican Committeeman Campaign. There was 100 drawings last year. He owes, $15,000 for each drawing for each campaign in ILLEGAL FUNDS. That is $30,000 times 100 drawings. $3,000,000.00!!!! Because he is K of C and Catholic he is allowed to break the Law?? A.G. Six says yes. So does his Assistant Attorney General, Patrick Martin, with the K.R.G.C..

Also look at the Kansas Legislature cunducting Sessions out of session. Look at K.S.A. 25-4153a then look at The Kansas Constitution. ..There is never a mention of dissolving counties or consolidating them into territories to manipulate the census rules for population. The next scheduled 10 year is 2012. The last one was 2002. 10 years form 1992 was 2020. 10 years from 2002 will be 2012. He cannot "TRUMP" or alter the "United States Constitution, Population Census", by dissolving counties and re-aligning them into territories. He acted Unconstitutionally last session or the regular legislative session of 2009. He wants to break the Law and function, Unconstitutionally and then expect to make Governor? ..I have a major problem with how Sheriff Kelly in Miami County Kansas breaks the Law and he seems to fall under the radar. I have filed and filed and they keep letting him slide through. The e-mail I sent to the Kansas Racing and Gaming Commission was in regards to Sheriff Kelly, a Knights of Columbus Member, is running an illegal raffle in Miami County. he has done this for years. Here is what he does.

If it doe's the Raffle, Drawing outfit must have a Federal Tax Id Number and they must disclose this to the participants. They must also collect any and all taxes from the winner for a prize over $500.00 before they give them the prize. This "Raffle, Drawing" is a Progressive Drawing. It is attached to $15,000.00. Sheriff Kelly did this last year also. He received contributions from last years "Raffle Drawing" for his re-election bid. He broke the Law campaigning last year. He had to break the Law to beat me. I had to follow the Law.

..What do the people doing this and blocking the investigation have in common??
..1. Kelly is a Member of the K of C Council #1149. The K of C was founded in 1882 by the Venerable Father Michael J. McGivney in New Haven, Connecticut.
..2. Kelly tells the Holy Trinity Church he is Catholic because the origin and partnership with the K of C is Catholic. He only goes to church during elections when he is up for re-election.
..3.I did state, which I will elaborate below, that the Catholic Church is wrong. Basically, people allow titles to give permission and blessings in breaking the law and breaching morals. I as a Baptist, would be held accountable if I were to run an Illegal Raffle. Yet, he as a Catholic is allowed. He gives the Illegal money the church, and its charities. He launders a portion to gain support for the entire level of illegal activity. The K.R.G.C. refuse to investigate.
..4.I won't harp heavy on priest molesting choir boys. This happens in all church settings and religious entities. My statement that people should boycott the Catholic Church and the K of C was made because I see discrimination and bigotry in his actions and their approval of his tyranny. I see the causing bigotry by pointing the finger at others who break the Law, through him as Sheriff, because they are not Catholic. They received funds from his K of C Council #1149 to re-elect him to keep the illegal funds flowing and to protect Catholics from investigations, or arrests. Titles are a form of bigotry. The State of Kansas is supposed to function under, "Separation of Church and State". This doesn't happen. I refuse to lie to people and Ty to fake becoming Catholic to get votes. I am not asking for votes as a Baptist. I am not asking for votes because I am a Democrat. I don't believe in 100% titles and stereotypical allow abilities. I believe in issues and views. I don't believe in titles and stereotypes. That is what has screwed us up thus far. "Vote for me I am Catholic". Vote for me I am a Republican". Vote for me I am female". Vote for me I am Black". I believe in vote for me, "I am on top of the issues and I will keep you posted and and use your voice and views to secure the issues for the better of the Majority".

..I don't hate Catholics. I did classify them all as the same. I hope they take the time to read why. I hope they see where I see him breaking the integrity of being Catholic. I hope they see he is trying to define what a Catholic is and does. I hope they look at how people view them, based on actions like his. I hope they realize people get tired of catch phrases like, "I am Catholic, I am allowed". "I am a Republican I am allowed". "I am a Cop, I am allowed". "I am a man, I am allowed". No one is allowed any stereotypical advantages above others. That breeches Democracy. Females don't have to bow to males. Blacks don't have to bow to whites. Catholics don't have to bow to the Jewish. Citizens don't have to bow to Cops. Bowing to titles is stupid, weak and pathetic. Respecting the person and their integrity while they use their entitlement of title as earned and granted, is allowed and should be respected. I am very aware that it is rare for anyone who holds a title to even mention it. Most who cram a title down your throat did not earn the title they are disgracing. In a Democracy we have the right and freedom to tell them so. He committed 1 Class A non-person misdemeanor then he committed 35 Severity Level 9 non-person Felony's if he followed the Drawing schedule this year thus far. This being August 22nd, 2009. The next drawing is Aug 23rd, 2009. Of course the penalties are based on convictions. He is not even being investigated. That is what is disturbing! ....I am confused. I asked the Governmental Ethics if I could give to specific departments within the state when I have to dissolve or close out my campaign funds after the election. They said "NO". I could only give to the states general fund. Yet Governor Sebelius used her contributions specifically for personal use. She used the funds within her Office as Governor. Go to www.Kansas.gov/ethics Slide your mouse over "Campaign Finance". Then click onto "View Submitted Forms & Reports". Then click onto Candidates and Incumbents. Then click onto 2010 under statewide offices. Scroll down the list and click on Kathleen Sebelius under the Governor list. Then click on her Termination Report. It is file stamped Aug 3rd 2009. Read the footnotes on page 14. #5 says she used campaign funds to discuss the Bio Lab with Homeland Security Secretary Napolitano, Washington D.C.. RE: The National Bio-Agriculture Facility at K-State University. This Termination Report shows seh used her campaign funds for Governor Office use. She waited 2 years after she was reelected to close out her campaign funds?? She was allowed to use these funds for things other than her campaign expenses? Yea, she broke the Law!!!! Question about our Troops returning.

I am scared for our Troops when they return home, here to America. I am pretty sure that the Reserve Troops, who had jobs in the Civilian and Government World, are supposed to get their jobs back. I keep seeing where Police Departments and Fire Departments etc:.. are cutting off funds in certain areas, to hire more employees. When they fill the schedule, where will the returning Troops work? The schedule will be full. I am concerned they will not have jobs when they return. I find it harsh and scary that these positions are being filled as if they are not going to live through the WAR. That sucks!!! How many lies are the Troops being told? How many lies are the new recruits being told? How many Troops have to be killed before the Civilian and City/County/State and Federal World have replaced enough of those jobs with new puppets, who will be paid less and will except less authority and don't know any better? We lose everyday the Troops are in "Harms Way". They are being killed to preserve Tyranny! They are being killed to protect cowardice. They are being killed because they would refuse to except a compromise to our Freedom and Rights. The Congress and State Governments got tired of hearing, NO! They was checked and balanced by seasoned, experienced motivated Americans. We can thank the Troops and stand up for them. They have stood up for us. We can still voice what we feel and demand accountability! We can secure America here. For their return and for their efforts. We can say thank you in proper actions. We can communicate and demand respect and truths for the Troops efforts and sacrifices. Health care Bill H.R. 3200

This the Health care Bill the town hall meetings are all about. I will be reading it and providing input. Feel free to comment here, and I will post those comments that pretain to Health care. Click on the "H.R. 3200" to read the Bill.

Contribution Schedule.

I can accept the following types of Contributions.

..1. Cash up to $10.00 with an aggregated total amount of $1,000.00 from multiple contributors, before August 2010. This is considered, "Anonymous Contributions".

..2. Cash up to $100.00 from any contributor as long as I collect their name and address for my records. They are still limited to a total of $2,000.00 aggregated contributions to me. I need this information for my campaign reports to the State.

..3. Checks up to $2,000.00 aggregated with their name and address, up until August 2010. Any amount of money contribution, over $100.00, must be in the form of a check, only.

..4. Merchandise and services that count at "Fair Market Value". Example, a store contributes a $500.00 TV for a Contribution Auction. I need to declare they contributed $500.00. They are only allowed to contribute $1,500.00 more in merchandise or money contributions before August 2010.

Sir/Ma'am, I want to first thank you for allowing me to contact you. I am an Uncontested Democratic Candidate for Kansas Governor, 2010. I disagree with U.S. Senator Brownback on quite a few issues. I will address the Health care issue. I have found him, Senator Brownback, to be evasive on the issue. He speaks about it as a Candidate for Governor, yet he addresses it as a U.S. Senator. This leads me to believe he is wanting to become Governor for Personal Agenda. I will explain. I have been on Disability for Factor V Lieden since 1995. It is a Liver Disorder. I have Medicare, Medicaid and AARP-D. I am vary familiar with the rules and guidelines of these plans. In regards to Medicare, Health car providers either except assignment or they don't. Lets say a Doctor doe's. If the regular bill or service price is $125.00 then on assignment the maximum the Doctor can bill is $100.00. This sounds OK so far. The State cannot also force the Doctor to take over an average of 10 patients/clients because of the assignment contract with its payment reimbursement schedule. Every 3 months Medicare in the State, I live in Kansas, offers a "Buy Out" on what is owed on the assignment contracts to the Health care providers. The providers are paid about half of the contracted amount. They receive $50.00 on the contracted $100.00 assignment schedule. The other $50.00 is the important part. The State re-appropriates that $50.00 into a fund. Where did this Medicare money come from to begin with? The Federal Government. The States show the "NEEDS" for assingment and give a detailed report when asking Medicare Dollars to be given to the States to State Manage the assingment contracts. These funds cannot go towards any State Budget Matter. If the State returns the $50.00 back to the Federal Government, it shows they asked for to much to begin with and the Federal Government will deny any future unjustified amounts. The State cannot put this money into the State Budget, they cannot pay it back to the Federal Government. They then use it for "Personal Agenda Projects". This a "Pyramid Scheme". Under equality, the Private Insurance Companies can demand they get the same reimbursment schedule. They would get the exact same percentage of "Buy Out" that Medicare was allowed to pay through the State. The State paid half on assingment. $50.00 on a $100.00 debt. The Private Insurance Company will now only pay half, or $62.50 on a $125.00 debt. To counter this, Medical Providers increase their service fees. They increase it to a level that will reimburse them at the level originaly contracted. To get the $100.00 assingment payment, the provider now starts at $250.00 with assingment coming in at $200.00 with a "Buy Out" of $100.00. That's OK for the Doctor. Where it is bad for the patient, client? Insurance rates go up when the amount paid goes up. When the base rate for services doubles, so doe's the premiums for insurance. So do the co-pays. The State doesn't complain because they get $100.00 in "Buy Out" funds instead of $50.00. Figure this into how many people are insured in Kansas. Kansas has a population of 2,688,418 people. In America 47 million of the 300 million people are uninsured. 16% of the Nation is uninsured. The 84% of the insured see an increase in their premiums every month because of this "Pyramid Scheme". That is an average of 1,911,267.92 people insured in Kansas. If their premiums go up $10.00 a month, that would be $19,112,679.20 a month. Take that times 12 months. That is $229,352,150.40 a year in $10.00 a month premium increases. If Doctors only except 10 patients each on assingment. This in theory is 10% of the insured. So the State gets how much in "Buy Out"? 268,841.80 thousand people are on Medicare in Kansas. On the 3 month scheduled, "Buy Outs" the State steals, $13,497,095.00 every 3 months. That times 4, "Buy Outs", a year is, $53,888,380.00 a year. That is just Kansas. Kansas has to except the Federal Medicare Rules, just like the other 49 States. An average quick guestimate for all 50 States is, $53,888,380.00 times 50 States. That is $2,699,969,000.00 a year average in stolen Medicare Federal Funds for Personal Agendas! U.S. Senator Brownback has been involved in this since day one when he joined the U.S. Senate. All these politicians are doing is changing Offices to keep the thefts going. If the States would pay the Medical Providers what they contracted on assingment, the providers would be forced to lower their rates back to the original rates, this would lower premiums and allow more people to get insurance. It would return the average, $2,699,969,000.00 back into the Federal Budget. I have many views on how to return the Government back to its people. I decided to run for Governor in Kansas to put these things into motion. U.S. Senator Brownback, in my opinion, lies by withholding information and twisting it for his personal gain. I don't solely blame him. I feel making Governor in Kansas will be a big start. H.H.S. Sebelius was the Insurance Commissioner turned Governor through all this. She is now H.H.S. and will try to protect this "Pyramid Scheme". When elected I will expose it and ask for a R.I.C.O. Acts review. The people of America deserve better. They deserve the truth.
